جمعية الهلال الأحمر الکويتي وجهودها الإنسانية في الإغاثة الخارجية

الملخص
إن العمل التطوعي انعکاس لرقي الفکر والقيم والثقافة الإنسانية، وانطلاقًا من المبادئ والقيم التي جُبل عليها المجتمع الکويتي، ومن حبّه للوقوف إلى جانب الضعفاء، ومساعدته للمحتاجين، تأسست جمعية الهلال الأحمر.
الکويت کانت ولازالت وستظل معطاءة للأبد من خلال مؤسساتها الحکومية الأهلية المتنوعة ولا سيما الهلال الأحمر الکويتي علي الصعيدين العربي والإسلامي بل والإنسانية جمعاء.
ومن أهداف جمعية الهلال الأحمر الکويتي تحقيق مبادئ اللجنة الدولية للصليب الأحمر والهلال الأحمر في الکويت وخارجها، تحقيق الرعاية الاجتماعية والطبّية لجميع المحتاجين، وتقديم المساعدة والإسعافات الأولية وعمليات الإنقاذ خلال أي أزمة ناجمة عن الکوارث الطبيعية أو البشرية، وتقديم المساعدة، والحماية لأسرى الحروب والأفراد الجرحى أثناء الحروب، ورفع المعاناة عن شعوب العالم والمنطقة.
ان المکانة التي تبوأتها الجمعية عالميا کانت بفضل الدعم والمؤازرة التي تجدها من قيادة الدولة الرشيدة، وتوجيهات سمو أمير البلاد الشيخ صباح الأحمد الجابر الصباح المستمرة بتعزيز دور الجمعية وتوسيع نشاطها محليا وخارجيا، وتفعيل آلياتها للوصول إلى الضعفاء والمحتاجين في کل مکان وحرصها الدائم على الرقي والتحديث لمشاريعها وبرامجها الإغاثية والإنشائية والتنموية والطبية والتعليمية عاما بعد عام، هادفة خدمة الإنسان وتوفير متطلبات المعيشة والحياة الکريمة، وواضعة ضمن أولوياتها الخطط والبرامج التأهيلية للأسر والأفراد لتنمية ذواتهم وتطوير مجتمعاتهم. وندعو جميع المؤسسات الأخرى ان تحذوا حذوها.
تعمل جمعية الهلال الأحمر الکويتي- من خلال اتفاقيات جنيف الأربع، وکذلک المواثيق والعهود الدولية التي تشکّل القانون الدولي لحقوق الإنسان- على تحقيق المبادئ السبعة الأساسية لحرکة الصليب والهلال الاحمر والتي تشکل في مجملها القانون الدولي الإنساني وهي کما يلي:
- المبادئ الإنسانية: تکريس الجهد والوقت للقضاء على المعاناة الإنسانية، وحماية الحياة والصحة، فضلاً عن ضمان واحترام الکرامة الإنسانية، وتحسين التفاهم الدائم، والتعاون والسلام بين شعوب العالم.
- مبدأ النزاهة: الامتثال لمبدأ عدم التمييز بين الأديان والأجناس أو الأيديولوجيات.
- مبدأ الحياد: عدم المشارکة في أي أعمال عدائية أو في الحجج التي تتعامل مع قضايا ذات طابع سياسي أو ديني أو مذهبي.
- مبدأ الاستقلال: حيث يجب أن تعمل الجمعيات الوطنية باستقلالية، مع الالتزام بالقوانين التي سُنّت في کلّ بلد، ومع الحفاظ على الاستقلال الکامل.
- مبدأ الخدمة التطوعية: فجميع العمليات في المجتمع طوعية تمامًا وغير مربحة.
- مبدأ الوحدة: حيث يحظر أن يکون في المجتمع الواحد أکثر من کيان واحد للصليب الأحمر والهلال الأحمر في کل بلد.. کما يجب أن تکون خدماتهما متاحة لجميع الأطراف، وشاملة للبلد بأکمله.
- مبدأ العالمية: فهي حرکة للمجتمع الدولي، حيث يتمتّع الجميع بنفس الحقوق، ويتعاون بعضهم مع بعض.
توجهت أهم إسهامات الهلال الأحمر الکويتي في الإغاثة الخارجية إلى أفغانستان، دعم النازحين العراقيين، اندونيسيا، کشمير بباکستان، بنجلاديش، تايلاند، کارثة تسونامي، مالديف، سريلانکا، سوريا، جمهورية صربيا، فلسطين، الولايات المتحدة الأمريکية، لبنان، اليمن
